The framework of qualified people can be divided into three streams:
#1 – Skilled Worker Stream (SWS)
This stream has two sub-paths: Skilled Workers in Manitoba and Skilled Workers Overseas.
Skilled Workers in Manitoba (SWM)
Candidates with an ongoing full-time job as a temporary foreign worker can apply under the Skilled Workers category. However, that’s not sufficient. Another key requirement is that the candidate has worked for at least six months for the company in question. Otherwise, s/he does not fulfill the “qualifying work experience” criterion.
If you have a valid offer from a Manitoba employer for a long-term job, you can also apply as an international student working graduate. For this, you have to obtain a post-graduation work permit from IRCC. The diploma, degree, or certificate has to be issued from a recognized post-secondary institution in Manitoba. Perhaps the most challenging hurdle is finding a job in Canada, but when you succeed, there’s a good chance you’ll be nominated.
Skilled Workers Overseas (SWO)
Furthermore, individuals who have an established connection to Manitoba are eligible under the second stream. Keep in mind, though, that you’d have to score at least 60 points in the MPNP Self-Assessment Sheet. It includes factors such as age, work experience, language, etc.
Firstly, “the established connection” can be a relative or friend who can support you in your plan for settling in Manitoba. It’s important that they are a permanent Canadian citizen and demonstrate close ties to you.
Next, experience in the province qualifies as a connection. You are eligible if you have worked full-time for at least six months, or have completed an authorized post-secondary program in Manitoba. It has to be approved via an employment letter in the former case, and a diploma and academic transcripts in the latter.
In some fields, the Canadian economy suffers from a lack of skilled workers. In order to increase their growth, they are looking for people with vocational qualifications overseas. So, people who are suitable for a vacant position in the province may receive a Letter of Invitation from Manitoba. Candidates are encouraged to make an “exploratory visit” to plan out their potential future in the province.
#2 – International Education Stream (IES)
If you’re an international student graduating in Manitoba, you can apply under this stream. For all of its pathways, a candidate either has to have a valid job offer or demonstrate settlement funds equivalent to LICO requirements for a certain timeframe.
The Career Employment Pathway is for students who have graduated in the past 3 years and reside in Manitoba. Also, they must prove a minimum of 7 CLB or NCLC language proficiency. Moreover, they should have a job offer with a minimum of a 1-year contract. It has to belong to the In-Demand Occupations list in the province.
People who have completed an MA or Ph.D. program in Manitoba within the last 3 years can apply via the International Education Stream. Accelerate or Elevate internship is another prerequisite. Unlike with some other streams, applicants do not need a job offer.
Finally, the International Student Entrepreneur Pilot allows graduates of an accredited post-secondary program in Manitoba to apply if they have business experience. This means they have to prove they have operated a business as a senior manager for at least 6 months before the application. The applicants need to have a valid work permit and be a resident of Manitoba.
#3 – Business Investor Stream (BIS)
The MPNP also facilitates the migration of business investors to the province.
Entrepreneurs who can prove their business experience and success can become nominees. Additionally, they need to make a minimum investment of $250,000 in a business in the province ($150,000 if it’s outside of the Capital Region).
Farm investors with a proven record who want to operate a farm in the province can also find their luck in this stream. The sufficient capital to invest here is $300,000 for a farming business in rural parts of Manitoba. Those who gain the permit have to actively work on farm business activities.
Both entrepreneurs and farm investors must fulfill the following:
- A minimum personal net worth of $500,000
- Language proficiency
- Successful report of their newly established business after some time
